The "How Long they Knew" column is to give an idea of how long they had to tell other people about the Watchers.  In One Minute to Midnight, Duncan says he's told "those he trusts."  This could include Kyra, Sean Burns, Walter Graham, Terence Coventry, the de Valincourts, Gregory Powers, Claudia Jardine, Grace, Ceirdwyn (who might have told her student Matthew McCormick), etc.

The existence of the Watchers is probably not a well-kept secret.
